The Texas legislature approved licensing of manicure instructors and facial instructors, but the portion of Assembly Bill 1094 that would have allowed nails-only schools in Texas was deleted. To become law the bill must be signed by the governor by September 1, 1993. AT NAILS press time, it was still in the governor’s office. According to Larry Perkins, director of enforcement for the Texas State Board of Cosmetology, the board will write the requirements and regulations and set the fees for instructor after the governor signs the bill. He says the board hopes to have the regulations in place by September 1.
