According to Alvin Yamamoto, executive secretary of the Hawaii State Board of Cosmetology, the board is reviewing cosmetician licensing. Currently, cosmeticians are licensed to provide facials, makeup, and nail services. Yamamoto says the board is considering disallowing cosmeticians from offering nail care, increasing the educational requirements to do facials and makeup, and reclassifying the cosmetician license to an esthetician license. Another option the board is considering, says Yamamoto, is creating a separate esthetician license and leaving the cosmetician’s license as it is.

Yamamoto says the board may decide to review nail technician regulations as well. Regulation changes proposed by the state board would have to be approved by the state legislature.
