California joins a growing list of states that are rewriting their health and safety regulations. Among other things, says Glenn Browning, a staff services analyst for the California State Board of barbering and Cosmetology, the proposed regulations ban salons from having razor-like implements of the premises. Removing or reducing calluses with any razor-like implements has been outlawed by the board for years.

The new regulations also will ban salons from having on the premises hazardous substance banned by the FDA in 1970s for use in artificial nail products, is specifically named in the proposed regulations. Browning says in response to an upsurge in complaints during the past year about salons using the banned products.
