Polish the nail blue. Let dry. Use silver shimmer polish to make a purposely messy French free edge.
Use a striper brush with the silver polish to drag a thin line of polish vertically partway up the nail, tapering to a point to make an icicle.
Add several more vertical silver lines until you have about six icicles.
