I recommend weekly manicures or pedicures for starters, taking advantage of every oil treatment in your arsenal. I would also use a cuticle eliminator to remove dead skin from around the cuticle area. I recommend using a hot towel method (where you wrap hot towels over the cuticle remover, allowing it to do its magic for about five minutes) rather than soaking the nails in water, which would further dry out the skin.
