   Polish the nail with a coat of flat white polish, then a coat of frosty white polish.
   Use black paint to create a top hat.
   Use black paint to create coal eyes and mouth, then orange paint to create a carrot nose.
   Use white paint to add snow and a snowflake to the hat and highlights to the eyes. (Optional: add glitter to the snow and snowflake.) Let dry. Seal with top coat.
