Delaware Nail Technicians Come of Age

Manicurists in Delaware got a new name along with the ability to open their own shops under a law that went into effect in January. They are now called nail technicians, and they no longer have to hire a cosmetologist as a manager in order to open their own salon.

The new legislation “has really opened the door” for those who want to go into business for themselves, says Gail Franzolino, administrative assistant to the Board of Cosmetology and Barbering The number of applications to open salons has doubled since the law was passed, she says.

Cosmetologists, too, have benefited. The new law does away with the owner-manager cosmetologist license, which took cosmetologists 12 months of work to get, Franzolino says. Old laws required nail technicians to apprentice under two licensed cosmetologists. Now, they can take the license exam after 250 hours in an apprenticeship program supervised by a licensed nail technician. Prospective nail technicians can also sit for the exam after 125 hours of schooling. The state cosmetology board instigated the changes to get rid of outdated laws from the 1960s, Franzolino says.

Arizona Board Of Cosmetology Passes Review

The Arizona State Legislature has finished its federally mandated review of the State Board of Cosmetology and recommended that the board continue in its current form, according to Sue Sansom, executive director of the board. AH state regulatory agencies are reviewed every 10 years to determine whether the agency continues to serve its purpose. There was no opposition to the findings, Sansom says, and the board will be reviewed again in 2004.

Cosmetologists Can’t Call Themselves Nail Techs

Cosmetologists in Iowa can’t represent themselves as nail technicians unless they have completed 325 extra education hours.

The changes are the result of a law that went into effect in July 1933. The board hasn’t adopted any fines or penalties for violations of the new law, and it hasn’t received any complaints that any of the state’s 16,500 active cosmetologists have misrepresented themselves.
