New York Licensing in 1993?

New regulations and licenses are on the horizon for the nail industry.

New York has set September 1, 1993, as its target date for implementing licensing regulations for nail technicians. According to Bill Brown of the New York Department of State, division of licensing services, the governor has approved a working group of beauty industry representatives who will work with the licensing division to develop regulations.

Brown estimates that 15,000 nail technicians will be licensed soon after the regulations are finalized. The governor’s proposed budget for fiscal year 1993-94 includes additional appropriations for the licensing division in anticipation of its added costs. “Whether the additional funds stay in the budget or not is another question,” says Brown, well aware of the spending cuts all states face.

MANAGING MANICURISTS ALLOWED

The Alabama State Board of Cosmetology had created a “managing manicurist” license, which means nail technician can now own and manage nails-only or full-service salons. Until this new ruling, only licensed cosmetologists could manage a salon, even if it was a nails-only salon. To get a managing manicurist license, Alabama nail technicians must be licensed manicurists and must work under the guidance of a licensed salon manager for one year. The state board reports that there are currently 332 managing manicurists and 74 nails-only salons in the state.

Alabama has also changed its regulations to allow nails-only schools. So far, only one nail school is licensed in the state.
